Controls how the tenant pool is shared across all agents.

Priority enforcement

When the tenant pool runs low, low-priority agents are denied to reserve capacity for critical work.

Cutoff threshold (%)When remaining pool drops below this %, low-priority agents are denied.

Low-priority threshold (agent priority ≥)Agents at or above this priority level are denied when pool is low. Priority 1–5 always pass.

How it works

Token budget

Sum of all agent token usage for the current calendar month. Resets on the 1st.

Priority enforcement

When remaining budget falls below the cutoff %, any preflight from a low-priority agent (priority ≥ threshold) receives a TENANT_BUDGET_LOW_PRIORITY_DENIED decision. High-priority agents (1–6) are never affected by tenant budget.

No limit set

Priority enforcement is disabled. All agents pass the tenant budget check regardless of priority.
